• 品質分數給分規則：TQM 訓練強調訓練後的「成果」(outcome)，我們希望在課堂上所教的，是每天工作上會用到的。為了迎合這樣的變化與強調現場學習的重要性，我們的課程名稱加上「訓練」這兩個字。我們有一個得分的標準，其方法 •••
• 品質教育規章：錄影帶、模組及其他品質活動的報名、刷卡、得分規則；報名未出席的處理、頒發證書、獎勵金等。

員工需接受單位內的教育訓練；員工﹝統稱為〝學員〞﹞也需接受「醫療品質教育訓練」。為了方便學員作主規劃自己學習的路，特將所有課程設計為可以獨立完成的單元，叫作〝模組〞﹝module﹞，並不要求在一定的時間內完成。學員可隨時以我的分數追蹤自己的成果。

不管是從事感覺到需要，或只不過是對內容有興趣，學模組有其價值。但模組也有組合：相關模組安排前後學習過程，加起來當作訓練計畫，如學校的〝一門課〞或〝證照〞。這種訓練計畫設有〝學習護照〞列出必要的模組以及紀錄學員進度﹝如：品管圈圈員學習護照、品管圈促進師學習護照、5S 輔導員學習護照 、5S 促進師學習護照、...﹞。學員可查詢我的學習護照。

更廣的範圍是〝Level〞﹝層次、等級﹞。以模組的精髓分類如下：

• Level 1：個人基礎級。此類模組為品質的基礎觀念，可以一個人學習﹝如：品質的定義、閱讀業績報表、基本統計分析、品質手法﹞。
• Level 2：組員級。專門培養團隊精神，學員的角色為組員；學習跟人在一起做事、取得共識、妥協等﹝如：品管圈的〝圈員〞﹞。
  • 服務態度教育訓練：課程設計：本課程旨在學會溝通的基本職能，共分為六期，每期大約一個月可以完成，但主要目的是要達到能力的提昇，因此，如果工作排班使無法在一個月內完成時，應適當的延長訓練期限，直到有滿意的成果為止•••
• Level 3：組長級。繼續培養團隊精神，但學員的角色為帶領者；學習有效的開會、帶動組員取得共識等﹝如：品管圈的〝圈長〞、品質課程的〝教練〞﹞。
• Level 4：講師級。負責規劃課程、編輯教材、教導學員、追蹤和評估實習成果等。
  • 領導三個等級：以「主管為教練」是重點，因為當一個教練除了要瞭解該單位特有的例行工作外，也要負責學員是否熟悉相關的技術•••
• Level 5：專業級。品質指標相關作業。
